프랑스의 휴양도시 노르망디에서 열린 2일간의 정상회담에서 미국 오바마 대통령과 다른 G8 선진국 정상들은 아랍 국가를 휩쓸고 있는 민중들에 의한 민주주의 운동을 경제적으로 지원하려고 힘을 모으고 있다. 아랍권의 민주주의 시위가 가열하면서 관광객과 투자자들을 쫒아 내고 있다.
아랍권의 반정부 활동으로 재정적자와 내핍조치가 뒤로 밀리고 있는 것이 가장 큰 우려를 자아내게 하는 점인데 이번 정상회담에 이집트, 튀니지와 아랍리그의 지도자들이 초청되어 현안을 토의하게 된다.
26일 첫째 날에는 일본 간 나오또 총리와 원자력 안전에 관해 토의하고 후쿠시마 제1원자력 발전소의 위기사태에 대해 정상들에게 현황을 설명할 예정이다.
미래의 인터넷 경제에 관한 특별 회담에서는 온라인상의 개인정보 보호와 규제에 대해 토의하게 된다. 페이스 북의 마크 주커버그 와 구글의 에릭 슈미트, 여타 인터넷 운영회사 책임자들이 이번 주 파리에 모여 도빌 정상회담에 보고할 권고안을 마련하고 있다.
독재 권력을 축출하는데 성공한 이집트와 튀니지는 정상들에게 자신들의 미래의 권력구조와 정책이 불확실성을 넘어서 아직도 건전한 투자처라는 점을 부각시키려고 노력할 것이다.
사르코지 프랑스 대통령은 이번 정상회담을 G-8과 아랍 국가들과 동반자관계의 시작점으로 만들려고 한는데 리비아 문제 해결방법을 놓고 아랍권과 긴장이 조성될 수 있다.
연합국인 리비아에서 모아마르 카다피 지도자를 축출하고 반정부군에게 힘을 실어 주려는 2달 전 공군 군사작전이 시작된 이후 나토는 출구 전략을 마련하지 못하고 있는 것처럼 보인다.

G-8 leaders eye Arab world with hope and worry
DEAUVILLE, France (AP) — Leaders of the world's rich democracies meeting Thursday are looking at tumult in the Arab world with both hope and fear.
They hope the new democracies in Egypt and Tunisia flourish and their economies rebound. And they fear that the war in Libya and uprisings in Syria, Yemen and Bahrain may entrench autocrats instead of defeating them.
At a two-day summit in this moneyed Normandy resort, President Barack Obama and the other leaders of the Group of Eight industrialized nations will seek to marshal their combined economic might behind the grass-roots democracy movements that have swept the Arab world but have also driven away tourists and investors.
Arab uprisings are pushing aside deficits and austerity as the biggest worry of the G-8 leaders, and this year the leaders of Egypt, Tunisia and the Arab League will join the summit discussions. Several African leaders will also join for a special meeting Friday.
Thursday's talks start out looking at nuclear safety, with Japanese Prime Minister Naoto Kan scheduled to provide leaders with an update on the continuing crisis at the Fukushima Dai-ichi nuclear power plant.
Differences over online privacy and regulation may surface at a special session Thursday on the future of the Internet economy.
