[워싱턴=AP/KNS뉴스통신] 미 오바마 행정부의 새로운 가이드라인에 의해 미국 정보기관들은 테러리즘과 관계가 없는 미국 사람들에 관한 정보를 5년 동안 보관할 수 있게 되었다.
지금 까지 국가 대테러센터는 여러 정보기관의 데이터베이스에 저장된 자료를 테러리즘과 관계가 없는 것으로 판명되면 즉시 삭제하도록 되어 있었다.
국가 대 테러센터의 개인정보 보유기간 연장은 미 의회의 권고사항으로 여러 정보기관이 보유하고 있는 정보를 한 조직으로 통합시켜 미수로 끝난 2009년 미국행 항공기 폭탄테러와 같은 테러를 사전에 방지할 수 있을 것으로 보고 있다.
이 새로운 규정은 2008년의 가이드라인을 대체하는 것으로 개인 사생활 보호 운동가들은 선량한 미국인의 겉으로는 보이지 않는 데이터들 간의 상호 관계를 분석함으로써 데이터들 속에 숨어 있던 새로운 정보를 추출해 내는데 이용당할 가능성에 대해 우려를 나타내고 있다.
오바마 행정부는 이 새로운 규정의 시행과 동시에 개인 사생활과 민권에 대한 보장도 함께 보호할 것이라고 발표했다.
알렉산더 조웰 국가정보장실의 시민자유 보호관은 22일 기자회견에서 대 테러센터가 여러 정보기관으로부터 수집한 정보가 테러와 밀접한 정보인가를 확인하는 고도의 검토를 한다고 말했다.

US to keep info on Americans with no terror ties
WASHINGTON (AP) — The U.S. intelligence community will be able to store information about Americans with no ties to terrorism for up to five years under new Obama administration guidelines.
Until now, the National Counterterrorism Center had to destroy immediately information about Americans that already was stored in other government databases when there were no clear ties to terrorism.
Giving the NCTC expanded record-retention authority had been urged by members of Congress, who said the intelligence community did not connect strands of intelligence held by multiple agencies leading up to a failed bombing attempt on a U.S.-bound airliner on Christmas 2009.
The new rules replace guidelines issued in 2008 and have privacy advocates concerned about the potential for data-mining information on innocent Americans.
The Obama administration said the new rules come with strong safeguards for privacy and civil liberties as well.
Before the NCTC may obtain data held by another government agency, there is a high-level review to assure that the data are "likely to contain significant terrorism information," Alexander Joel, the civil liberties protection officer at the national intelligence directorate, said in a news release Thursday.
