[벵가지=AP/KNS뉴스통신] 리비아의 유전지대인 동부지역의 부족 지도자와 군 지휘관들이 일방적으로 준 자치 국가를 선언하고 나서면서 모아마르 카다피 정권이 몰락한 이후 6개월 만에 리비아가 두 조각날 위기에 처했다.
7일 벵가지에서 열린 회의에서 주요 부족대표, 군지휘관과 정치인들은 이 선언으로 리비아를 분단하겠다는 의미는 아니라고 주장하면서 자신들의 동부지역이 통일 리비아의 일부로 남아 있기를 바라지만 수십 년에 걸친 차별을 종식시키기 위해 필요하다고 말했다.
이번 회의에서 바르카로 알려진 동부는 자체의 국회, 경찰, 재판소와 벵가지를 수도를 하는 자치 국가를 선포한 것이다. 바르카는 리비아 전국토의 절반을 차지하는데 동쪽으로는 이집트와 남쪽으로는 챠드및 수단과 국경을 마주하고 있다.
트리폴리의 임시 중앙정부를 대표하는 무스타파 압둘 잘릴 리비아 과도 국가위원회 의장은 이번 선언을 인구 6백만의 리비아를 분단시키는 위험한 행위라고 경고하면서도 동부주가 카다피 지배를 종식시키는데 결정적인 역할을 했기 때문에 예상하고 있었다고 말했다.

Eastern Libya pulls away from central government
BENGHAZI, Libya (AP) — Tribal leaders and militia commanders have declared oil-rich eastern Libya a semiautonomous state, a unilateral move that the interim head of state called a "dangerous" conspiracy by Arab nations to tear the country apart six months after the fall of Moammar Gadhafi.
Thousands of representatives of major tribes, militia commanders and politicians made the declaration on Tuesday at a conference in the main eastern city of Benghazi, insisting it was not intended to divide the country. They said they want their region to remain part of a united Libya, but needed to do this to stop decades of discrimination against the east.
The conference declared that the eastern state, known as Barqa, would have its own parliament, police force, courts and capital — Benghazi, the country's second largest city — to run its own affairs. Foreign policy, the national army and oil resources would be left to the central government in the capital Tripoli in western Libya. Barqa would cover nearly half the country, from the center to the Egyptian b order in the east and down to the b orders with Chad and Sudan in the south.
Mustafa Abdul-Jalil, head of the Tripoli-based interim central government known as the National Transitional Council, warned the declaration "leads to danger" of eventually breaking up the North African nation of 6 million. But he also said it was to be expected, because the east played a pivotal role in ending Gadhafi's rule.
