[베이징=AP/KNS뉴스통신] 24일 북미 핵문제 회담 재개로 김정일 사후 북한의 동정과 식량원조와 핵 폐기의 연계에 대한 시험대가 될 것으로 보인다.
지난 해 말 북한과 미국은 평양의 우라늄 농축 중단과 미국 식량 지원 합의에 도달하기 바로 전에 김정일의 사망으로 회담이 중단됐다.
북한이 회담재개를 빠른 시일 안에 합의함으로 김정은과 후견인에게로 권력 이양이 공고해 졌다는 의미로 받아 드려질 수 있다.
북한 내부 사정에 어둔 해외의 각국 정부는 이번 베이징에서 24일 열리는 북미회담을 주목하고 있다.
한국의 북한 문제 전문가는 북한이 협상테이블에 복귀하는 것은 정권 내 체재가 안정됐다는 의미로 보고 있다.
4월 15일 김일성 탄생 100주년을 앞두고 있는 북한은 식량부족 문제로 20대인 새로운 지도자 김정은에게는 예민한 시기이다.
북한 핵 프로그램의 영구적 폐기를 바라는 미국을 위시해 주변국과 오랫동안 대치하면서 2009년 6자회담을 중단한 이후 북한은 곧바로 두 번째의 핵실험을 단행했다. 이번 베이징 북미회담으로 6자회담 재개가 빠른 시일 내에 이루어 질 수 있을지 관심이 집중되고 있다.

US, NKorea to hold first post-Kim Jong Il talks
BEIJING (AP) — The U.S. and North Korea reopen nuclear talks Thursday that will provide a glimpse into where Pyongyang's opaque government is heading after Kim Jong Il's death and test its readiness to dismantle nuclear programs for much-needed aid.
The two countries were on the verge of a deal to have Washington provide food in return for Pyongyang suspending uranium enrichment when it was upended by the longtime leader's death on Dec. 17.
That North Korea has agreed to re-enter talks so soon afterward could signal a measure of cohesion and a continuation of Kim Jong Il's policies as it transfers power to his young son and a coterie of advisers.
The workings of North Korea's government are difficult for outsiders to discern, so analysts and foreign government officials alike will closely monitor Thursday's talks in Beijing.
"The fact that North Korea has come to the negotiating table means the country is enjoying a level of internal stability," said Kim Keun-sik, a North Korea expert at Kyungnam University in South Korea.
"But we can't immediately link North Korea's stability to how fruitful the talks will be," he said.
It is a sensitive time for North Korea's new leader, Kim Jong Un, who is believed to be in his late 20s. The country is suffering chronic food shortages ahead of one of the most important days in its history — the April 15 centenary of the birth of North Korea founder Kim Il Sung — and has vowed that this year would put the country on the path of becoming a thriving nation.
North Korea is also locked in a long-running standoff with its neighbors and Washington, who want to see the North's nuclear program permanently dismantled.
The talks in Beijing, the third round since July, ostensibly are aimed at restarting wider six-nation disarmament negotiations that also involve China, Japan, Russia and South Korea. Pyongyang walked away from those talks in 2009 and later exploded its second nuclear device.
