[브뤼셀=AP/KNS뉴스통신] 21일 오전(현지시간) 그리스가 16개 유로존 파트너 국가들이 짜깁기해서 모은 1,300억 유로 (1,700억 달러)에 달하는 거액의 구제금융을 받으면서 채무 지불불능이라는 재난을 피해 나갈 수 있게 되고 유로화를 안정시켰다.
그럼에도 불구하고 그리스에 구제금융을 제공하기 위해 필요한 그리스의 긴축재정 이행약속, 회의적인 독일과 네덜란드 국회의 동의 등 여러 조치가 얽혀 유럽연합이 부채위기에서 완전히 벗어나기는 어려워 보인다.
오랫동안 기다렸던 그리스 구제금융 제공에 대한 시장의 반응은 조심스러웠으나 1개월 안에 그리스가 채무 지불 불능 사태에 빠질 것이라는 공포감이 사라지면서 유로화는 약간 강세로 거래됐다.
그리스를 포함한 유로존 17개국 재무장관들은 구제금융의 세부사항을 놓고 밤샘 토론을 벌린 끝에 아침 이른 시간에야 그리스 민간 채권단의 양보를 얻어내는데 성공했다.
2차 구제금융을 제공한 유로존 국가와 IMF는 그리스가 외부의 지원 없이 생존할 수 있는 위치에 안착하고 유로화 연합에서 제자리를 확보하기를 바라고 있다.
그리스에 대한 2차 구제금융 제공과 더불어 그리스는 은행과 투자회사에 대해 기존의 부채액 1천 70억 유로 (1천 420억 달러)의 감액을 요구하는 한편 유럽중앙은행과 각국 중앙은행도 이자를 면제해 주어야 한다.

Greece secures bailout to avoid debt default
BRUSSELS (AP) — Greece won a second massive financial bailout in the early hours of Tuesday morning when its partners in the 17-country eurozone finally stitched together a €130 billion ($170 billion) rescue, meant to avoid a potentially disastrous default and secure the euro currency.
But the patchwork of measures, including the implementation of more austerity in Greece and approval by skeptical German and Dutch Parliaments, required to give the rescue even a chance of success mean that it's unlikely to be the end of the continent's debt crisis.
Markets responded cautiously to the long-awaited deal, though the euro managed to eke out some gains as the fear of a dis orderly Greek debt default within a month diminished.
The finance ministers from Greece and the other 16 countries that use the euro as their currency wrangled until the early morning hours over the details of the rescue, squeezing last-minute concessions out of private holders of Greek debt.
The eurozone and the International Monetary Fund, which will be providing the money for the new bailout, hope the new program will eventually put Greece back into a position where it can survive without external support and secure its place in the euro currency union.
On top of the new rescue loans, Athens will also ask banks and other investment funds to forgive it some €107 billion ($142 billion) in debt, while the European Central Bank and national central banks in the eurozone will forgo profits on their holdings.
