[유엔=AP/KNS뉴스통신] 16일 부유한 노르웨이에서 빈곤한 니제르와 아프가니스탄에 이르기 까지 45개국 이상의 국가들은 유엔이 전 세계의 인도적 비상사태에 대응해 긴급자금을 지원할 수 있도록 3억 7,500만 달러를 제공할 것을 약속했다.
유엔 인도적지원조정실은 이 액수는 올해 비해 1,600만 달러가 증액된 것이라고 발표했다.
중앙긴급대응기금 (CERF)은 2005년 12월 유엔이 전쟁, 자연재해, 기타 긴급사태 발생 시에 원조자금 요청에 의한 기부자의 지원을 기다리지 않고 신속하게 피해자들을 구조하기 위해 전 세계 지도자들이 매년 5억 달러의 재원을 조성하자고 의결해 유엔 총회에서 개정한 것이다.
반기문 유엔사무총장은 16일 자금지원 회의에서 중앙긴급대응자금이 기대했던 액수를 초과했다고 말했다.
그는 “지금까지 20억 달러 이상의 지원액을 지출했으며 전 세계의 인도적 구호자금 가운데 가장 많은 재원이 됐다”고 말했다.
반 총장은 이 자금은 최근 5년 외부 평가에서 ”신속성과 효율성에서 최고 점수“를 받았다고 지적하면서 필요한 자금을 수백만 명에게 탄력적이고 즉각적으로 대응했다는 찬사를 보냈다.
반 총장은 193개 유엔회원국 가운데 3분의 2에 해당하는 국가가 자금을 제공하면서 이 자금이 “얼마나 광범위하게 인정받고 있는가를 보여주고 있다”고 말했다.
과거 6년 동안 총 126개 회원국, 옵서버, 30개의 공적 사적 공여자가 28억 달러를 이 자금에 기부했다.
유엔인도주의업무조정국 발레리 아모스 국장은 공여국가들에 대해 “이 자금에 신뢰를 보내준데 대해 감사하고 유엔이 더 많은 사람을 지원할 수 있게 해줄 것이다” 고 말했다.

UN emergency fund gets $375 million for 2012
UNITED NATIONS (AP) — More than 45 countries from wealthy Norway to impoverished Niger and Afghanistan pledged $375 million Friday to a United Nations fund that provides immediate money to respond to humanitarian emergencies around the world.
The U.N. Office for the Coordination of Humanitarian Affairs said this was a $16 million increase in pledges compared to 2011. It singled out Denmark, which announced that it will double its contribution to nearly $18 million, making it one of the largest donors.
Central Emergency Response Fund was revamped by the U.N. General Assembly in December 2005 after world leaders decided to make up to $500 million available annually so the U.N. can act speedily to help people caught in conflicts, natural disasters and other emergencies instead of waiting for donors to respond to appeals for aid.
Secretary-General Ban Ki-moon told Friday's pledging conference that the fund, known as CERF, "has exceeded expectations."
"It has disbursed more than $2 billion in assistance — making it one of the largest sources of humanitarian funding in the world," he said.
Ban praised the fund's flexibility and responsiveness to the needs of millions of people, noting that a recent five-year outside evaluation gave it "top marks on speed and efficiency."
Two-thirds of the 193 U.N. member states have contributed to the fund "showing how widely it has become accepted," he said.
In the last six years, a total of 126 member states and observers, as well as some 30 public and private donors have contributed more than $2.8 billion to the fund, it said.
U.N. humanitarian chief Valerie Amos thanked donors saying "their continued belief in CERF ... will enable us to help even more people in need."
