[가자시티=AP/KNS뉴스통신] 최근 과격 이슬람교도 단체가 엄격하느종교적 생활을 강요하지 않으면서 공공장소에서 여성이 물 담배를 흡연하는 것이나 남자미용사가 여성의 머리 스타일링을 하는 것이 명백히 용인되고 있다.
이런 변화는 하마스가 5년 동안 집권과정에서 성장하고 다른 나라에서 성공한 아랍의 봄에서 교훈을 얻었다고 고위 관리들이 설명하고 있다.
과거 가자지구를 획득한 이래 하마스는 정적들을 잠재우고 보수적인 사회에 더욱 엄격한 종교적 규율을 강요해 왔다. 당국은 젊은 부부에게 결혼증명서 제시할 것을 요구하고 해변에서는 겉옷을 걸치게 하고 상점 점원에 매니큐어를 금지했다. 여자 고교생들은 선생님들로부터 머리스카프를 쓰라는 지시를 받았다.
그러나 최금 몇 개월 동안 분위기가 달라졌다고 우파 활동가와 심지어 하마스와 정치적으로 대립하고 있는 사람들도 인정한다.
하마스 대변인은 하마스 통치하에 몇 가지 실수가 있었다고 인정했으나 그것이 개개인의 보안 책임자나 지나치게 열성적인 당원의 책임이라고 비난하면서 정부는 엄격한 조치를 취하지 않았다고 부인했다.
그는 하마스의 이념이나 정책이 아니며 “우리는 어느 누구에게고 아무것도 강요하지 않는다”고 말했다.
이련 변화가 단지 전술적인 것인지 그렇지 않으며 더욱 자유로운 정치적 자유로의 이행을 의미하는지는 확실하지 않으나 지금까지 라이벌 파타당사를 패쇠하고 정치 활동가를 체포하고 언론을 통제했던 하마스가 최근 들어 파타당을 포함한 야당을 용인하고 금지되었던 집회를 열도록 허용하고 있다.
하마스의 한 지도자는 가자지구에서의 변화는 이집트나 다른 아랍 여러 나라에서 득세한 이슬람 형제단이 영향을 받은 것이라고 지적하고 있으나. 이집트의 이슬람형제단은 다른 나라의 정책에 관여하지 않고 있다고 부인했다.

Hamas in Gaza says it's learning from Arab Spring
GAZA CITY, Gaza Strip (AP) — Bans on women smoking water pipes in public and male coiffeurs styling women's hair are no longer being strictly enforced in the Hamas-controlled Gaza Strip, apparent signs of greater tolerance as the Islamic militant group acknowledges mistakes in seeking to impose a religious lifestyle.
In explaining the change, several senior members said Hamas has matured in five years in power and learned lessons from the Arab Spring. Islamic groups that have scored election victories in the wake of pro-democracy uprisings in the region now find themselves trying to allay fears they seek Islamic rule.
Since seizing Gaza, Hamas had largely silenced opponents and tried to impose stricter religious rules on an already conservative society. Modesty squads asked young couples seen in public to show proof of marriage, told beachgoers to put on more clothes and ordered shopowners to cover up mannequins. High school girls came under pressure from teachers to wear headscarves.
In recent months, there's been a change in atmosphere, say rights activists and even political rivals of Hamas.
Hamas spokesman Fawzi Barhoum said "some mistakes were made" under Hamas rule, though he blamed individual security commanders and overzealous activists, not the government, for heavy-handed tactics.
"They don't represent the ideology and policy of the Hamas movement," Barhoum said. "Our policy is that we are not going to dictate anything to anyone."
It's not clear whether the changes are tactical, or whether they represent a true shift that will lead to more political freedom. Hamas has shut down offices of political rival Fatah, arrested activists and strictly controls the local media. However, in recent months, it has permitted rivals, inclnding Fatah, to stage rallies that were previously banned.
Two prominent Hamas figures in Gaza said change was being encouraged by the Brotherhood. The movement's leadership in Egypt confirmed contacts, but denied it's telling Hamas how to govern.
