[유엔본부=신화통신/KNS뉴스통신] 지난 5일(현지시간) 유엔특사가 그리스와 마케도니아 양국을 방문해 이번 국제사법재판소판결을 좋은 기회로 판단하고 양국의 상호관계를 건설적으로 해결할 것을 요구했다고 프레드 마틴 유엔 대변인이 밝혔다.
그리스와 마케도니아 양국 회담 관련 유엔사무총장의 개인 특사인 매튜 니메츠는 국제사법재판소는 마케도니아의 나토가입을 봉쇄함으로써 양국 간에 맺어진 1995년 잠정 협정을 그리스가 위반했다고 판결이 내려진 후에 이렇게 호소한 것이다.
인접한 두 나라 사이에 협정을 중재하기 위한 수년간의 노력을 경주한 이 유엔 특사는 "양국 정부로 하여금 이 사건을 하나의 기회로 보고 그들의 상호관계에 건설적으로 대처하라"고 말했다고 매일 정시 뉴스브리핑에서 인용됐다.
국제사법재판소(ICJ)가 그리스와 전 유고슬라비아 마케도니아공화국 두 나라에 내린 결정을 두 나라 정부가 진지하게 한 번 검토해 볼 가치가 있다고 마틴이 언급했다. 니메츠는 이 시점에서 서로의 의견 차이보다는 해결책을 강조하는 전향적인 자세가 영속적인 해결책 도출에 도움을 줄 것이라 말했다고 유엔 대변인이 전했다.
마케도니아가 1991년 유고슬라비아로부터 독립이 될 때부터 그리스와 마케도니아 사이에 마케도니아 국호 사용에 관한 외교적인 분쟁이 끊임없이 이슈가 돼왔었다. 그리스는 자국과 인접한 마케도니아의 일부 옛 그리스 영토 간의 애매모호함으로부터 야기되는 역사적 및 지역적 우려들을 인용하면서 마케도니아의 1991년 이후의 국명에다가 ’북부지역' 등과 같은 제한조건이 붙지않는 이름에는 그리스가 사용을 반대하고 있다.
이날 이른 시간에 국제사법재판소는 그리스가 오랜 동안의 분쟁으로 당시 막 출범한 신생국 마케도니아가 2008년 나토에 가입하려는 신청을 봉쇄한 것은 잘못된 것이라고 판결을 내렸다. 판결에서 국제사법재판소는 그리스의 거부권이 마케도니아가 “전 유고슬라브 마케도니아공화국” 이라는 이름을 쓸 경우 국제기구에서 마케도니아의 회원 가입을 봉쇄하지 않기로 유엔 중재 제출 당시 협약한 1995년의 조정안을 위반하는 것임을 발견해냈다.
15년간에 걸친 국호 논쟁은 아직도 미결상태로 남아있다.

UNITED NATIONS, Dec. 5 (Xinhua) -- A UN envoy on Monday called on Greece and Macedonia to take the UN's highest court as "an opportunity and to think constructively about their mutual relationship," UN spokesman Fred Martin told reporters here. Matthew Nimetz, the personal envoy of UN secretary-general on the talks between Greece and Macedonia, made the appeal after the International Court of Justice ruled that Greece had breached a 1995 interim accord between the two countries by blocking Macedonia's entry into NATO.
The UN envoy, who has spent years on the efforts trying to broker an agreement between the two neighboring countries, said " he has urged both governments to view this event as an opportunity and to think constructively about their mutual relationship," Nesirky said at a daily news briefing.
Monday's decision by the International Court of Justice (ICJ) pertaining to Greece and the former Yugoslav Republic of Macedonia deserves careful study by the two governments, said Martin. "Mr. Nimetz said that at this juncture, a forward-looking attitude that emphasizes solutions rather than differences would help make a lasting solution possible," said the spokesman.
A diplomatic dispute over the use of the name Macedonia has been an ongoing issue between Greece and Macedonia since the latter became independent from former Yugoslavia in 1991. Greece opposes the use of the name without any qualification such as "northern" of the post-1991 constitutional name of its northern neighbor, citing historical and territorial concerns resulting from the ambiguity between it and the adjacent Greek region of Macedonia.
Earlier on Monday, the ICJ ruled that Greece was wrong to block Macedonia's bid to join NATO in 2008 because of a long-running dispute over the fledgling country's use of the name "Macedonia."
In a 15-1 ruling, the court found that Greece's veto breached a 1995 deal under which Greece had agreed not to block Macedonia's membership in international organizations if it used the name "The Former Yugoslav Republic of Macedonia" while the matter was submitted to UN mediation.
More than 15 years on, discussions over the name are still unresolved.
