US urges democratic reform in Central Asia
WASHINGTON (AP) — The United States is using the recent uprisings in the Middle East to make the case to authoritarian Central Asian states to undertake democratic reform, the top U.S. diplomat for the region said Thursday.
Robert Blake, assistant secretary of state for South and Central Asia, said Kyrgyzstan held free and fair elections in October but other governments in the region remain "suspicious of democracy."
The United States has moved to step up its engagement in the region, which has become an important northern route for nonlethal supplies for U.S. forces in Afghanistan, an alternative to increasingly vulnerable conduits through Pakistan to the east. U.S. companies are exploiting oil and gas reserves in Central Asia, particularly Kazakhstan, where Russia and China also vie for influence.
Blake said the United States cooperates with Central Asian governments on issues including counterterror and counternarcotics, and over the past year has instituted a strategic dialogue with each country. They have "good conversations" on the issues of democracy, human rights and religious freedom, but have not made much progress in encouraging democratic change other than in Kyrgyzstan.
He told a congressional hearing that the United States is trying to "leverage" the situations in Tunisia and Egypt in its dialogues to make the case that "all of them need to be sure that their political and economic systems respond to the aspirations of their young people, and that they address things like corruption."

미국, 중앙아시아국가들에 민주적 개혁 촉구
워싱턴 (AP) - 미국 고위 중앙아시아 담당 외교관은 10일 최근 중동지역의 봉기에 힘입어 권위주의적인 중앙아시아 각국에 대해서 민주주의 개혁을 촉구하고 있다고 말했다.
미국무부 남중아시아 로버트 블레이크 차관보는 키르키즈스탄에서 실시한 자유롭고 공정한 선거를 언급하면서 그 지역의 다른 국가들이 아직도 의심적인 민주주의를 시행하고 있다고 했다.
미국은 아프카니스탄 주둔 미군의 중요한 일반 군사물품의 북부 보급 통로로 등장한 이지역과의 관계를 격상시키는 조치를 치했다. 이 루트는 점차 위험해 지는 파키스탄을 통과하여 동쪽으로 가는 루트를 대체한다. 미국의 석유회사들이 러시아와 중국과 영향력을 다투면서 중앙아시아, 특히 키르키즈스탄에서 석유와 가스를 채취하고 있다.
블레이크 차관보는 반 테러와 마약과의 전쟁을 포함한 여러 문제에 대해서 중앙아시아 각국 정부와 협력하고 있고 작년에는 각국과 전략적 대화를 제도화 했다고 말했다. 이들 국가는 민주화, 인권과 종교적자유 문제에 대해서 “심도 깊은 대화”를 나누고 있으나 키르키즈스탄이외의 국가에서는 민주주의 개혁을 촉구하는 데 많은 진전을 이루지 못했다.
차관보는 의회청문회에서 미국은 이들 국가와의 협상에서 정치 경제 제도를 젊은 사람들의 열망에 부응하여야 하고 부패 척결에 힘써야 한다는 것을 강조하기 위하여 튀니지와 이집트의 상황을 이용하려고 시도하고 있다고 했다.
