[신화통신=뉴욕/KNS뉴스통신] 미국과 북한(DPRK) 양축 대표들은 28일 장기간 교착상태였던 한반도 비핵화 6자회담을 부활시키고자 하는, 미국 측 표현에 의하면 “심각하고, 업무에 충실한” 첫째 날 회담을 마무리 지었다.
북한외무성 김계관부상은 기자들에게는 아무 언급이 없이 원래 예정되었던 시간보다 약 한 시간 빨리 양자회담이 열리기로 된 유엔본부 빌딩으로 이동했다. 미국무성에서는 간단한 발표문을 배포했는데, 첫날 회담을 “아주 어려웠으며 업무에 충실한” 회담이었다고 불렀다.
이 발표문은 “우리는 내일 회담을 계속할 것을 기대합니다”라고 말했다. 이것은 북한이 비핵화를 향한 구체적이고 일관된 절차를 밟으며, 2005년 6자회담 공동성명하의 의무조항들과 국제적인 준칙들을 지킬 준비가 되어있는가를 결정해주는 “탐색회담입니다” 라고 첨언했다.
또 "우리들은 대한민국 및 다른 협상 파트너 국가들과 계속해서 긴밀히 협력 할 것입니다. 마찬가지로 28일에 미국무성 대변인 마크 토너는 워싱톤에서 기자들에게 뉴욕회담은 우리 미국에게 있어서 “북한에 대해 의향을 알아보고, 대화가 얼마나 어려운 상태에 있는지 측량하는 좋은 기회였다"고 말했다.
“말만 해서는 충분치 않습니다. 행동을 필요로 합니다.” 한국 연합뉴스에 의하면 김계관은 뉴욕에 화요일 도착 이후 기자들에게 “ 6자회담이 재개되고 미국과의 관계도 증진될 것” 으로 낙관적이라고 말했다는 것이다.
“이제는 국가들이 서로 화해해야할 때입니다” 라고 그는 덧붙였다. 양자회담은 지난 24일 미국무성 힐러리 클린턴 장관이 2008년 12월부터 교착상태였던 6자회담의 잠정 재개를 위한 회담을 갖고자 김계관을 뉴욕으로 초청하면서 실현됐다.
지난 금요일 남한의 핵수석 대사 위성룡과 협상 파트너인 북한의 이용로는 인도네시아 발리에서 양자회담을 가지면서, 양측은 6자회담을 재개하기로 합의하였는데 여기에는 중국 러시아 일본을 모두 포함한 것이었다.

NEW YORK, July 28 (Xinhua) -- Representatives from the United States and the Democratic People's Republic of Korea (DPRK) Thursday concluded their first day of a two-day dialogue aiming at reviving the long-stalled six-party talks on the denuclearization of the Korean Peninsula, with the U.S. side describing the discussion as "serious and business-like."
DPRK Vice Foreign Minister Kim Kye-Gwan left the U.S. Mission to the United Nations building, where the bilateral talk was taking place, about an hour earlier than originally scheduled, without making any comments to reporters.
While the U.S. State Department released a brief readout, calling the first-day discussions "have been serious and business- like."
"We look forward to continuing our meetings tomorrow," said the readout.
It added that this is "an exploratory meeting" to determine if DPRK is prepared to fulfill its commitments under the 2005 Joint Statement of the six-party talks and its international obligations, as well as to take concrete and irreversible steps toward denuclearization.
"We continue to coordinate closely with the Republic of Korea and our other partners," it said. Also on Thursday, U.S. State Department spokesperson Mark Toner told reporters in Washington that the New York talks are "a chance for us to sound out the North Koreans" and "gauge their seriousness."
"Words are not enough," Toner told a Washington briefing. "We need action."
According to South Korea's Yonhap News Agency, Kim told reporters after landing in New York Tuesday that he was " optimistic" the six-party talks could resume and that relations with the U.S. might improve.
"Now it's the time for countries to reconcile," he said.
The bilateral talks came after U.S. Secretary of State Hillary Clinton on Sunday invited Kim to New York for talks on the potential resumption of the six-party talks, which has been on hold since December 2008.
Last Friday, South Korea's chief nuclear envoy Wi Sung-lac and his DPRK counterpart Ri Yong-ho held a bilateral meeting in Bali, Indonesia, during which the two sides agreed to work to resume the six-party talks, which also includes China, Russia and Japan.
