아모스 국장은 유엔 안전보장이사회 토의과정에서 바레인, 예멘, 시리아에서 민간인에 대한 강압적인 시위진압과 폭력사태로 인해 희생당한 민간인들의 인권이 유린된데 대해 우려를 표시했다.
유엔회원국들은 평화적 시위를 강경 진압한 시리아를 규탄하는 유럽과 미국이 지지하는 성명을 채택하는데 실패한바 있다.
영국, 프랑스, 독일은 안보리가 압력을 가하기를 원하는 반면 러시아는 보안당국에 의한 민간인 사망은 국제적 평화에 위협이 되지 않는다고 반대하고 있다. 중국과 인도는 시리아사태의 정치적 대화와 평화적 해결을 바라고 있는 것이다.
시리아의 한 인권단체는 7일, 3월 중순이래 바샤르 아사드 대통령에 대한 반정부 시위로 750명 이상이 사망한 것으로 발표한바 있다.

UN examines civilian protection in conflict
UNITED NATIONS (AP) — The Syrian government's deployment of tanks and reports of shelling in that country's residential areas are "alarming," U.N. humanitarian chief Valerie Amos said Tuesday in a hearing about protecting civilians.
Amos told the U.N. Security Council debate session that she is also concerned about the violence leveled against civilians in Bahrain, Yemen and Syria, and at the loss of life and other human rights violations in those countries.
U.N. members failed earlier this month to agree on a European- and U.S.-backed statement condemning Syrian violence against peaceful protesters.
Britain, France and Germany pressed the Security Council to respond, but Russia said security forces were also killed and the actions don't threaten international peace. China and India called for political dialogue and peaceful resolution of the crisis.
A Syrian human rights group reported Tuesday that more than 750 civilians have been killed in the country since an uprising against President Bashar Assad's regime began in mid-March.
