그러나 민간인 정부가 오히려 파키스탄의 군부를 두둔하고 나서면서, 군부 쿠데타 로 점철된 파키스탄에서 선거를 통해 정권을 잡은 민간인 정부가 군부를 완전히 장악할 수 있을 것이라는 의견에 찬물을 끼 언 져 주고 있다. 핵 무장을 한 피키스탄이 안정된 민주주의 국가로 발전하기를 바라는 미국에게는 좋은 징조로 보이지 않은 것으로 받아드려 지고 있다.
파키스탄의 저명한 언론인 시릴 알메이다는 “민간정부와 군부간의 힘의 불균형으로 파키스탄의 민주주의가 커다란 위협을 받고 있으며 민간인 정치가들이 가장 고전하고 있는 분야이다” 고 말하고 있다.
현재의 파키스탄 정부도 군부와 못지않게 무능하고 부패하여 경제적 실정, 장기적인 전력부족, 날로 악화되는 안보 상황으로 3년 전, 10년에 걸친 군부지배에서 민간정부로의 권력이양에 흥분하던 파키스탄 사람들을 실망시키고 있는 것이다.
현 상황에서는 민간인 정부가 5년 임기를 채우는 것이 최우선시 되고 있다. 63년 만에 민주선거에서 권력을 잡은 정부가 처음 이룬 역사적 업적으로 평가받을 것이다. 그러나 민간인 정부는 군 장성들에게 도전하지 못하고 있는 것처럼 보인다. 군부도 이번 사건의 책임을 민간인 정부에 떠넘기려고 교묘하게 움직이고 있다.

Pakistan government skipping chance to weaken army
ISLAMABAD (AP) — The U.S. raid that killed Osama bin Laden gave Pakistan's weak civilian government a rare chance to wrest some power away from an influential military establishment that suddenly faced unusual public criticism over its failure to detect the al-Qaida leader and prevent the foreign incursion.
Instead, the ruling party is defending the army and allowing it to investigate its own intelligence fiasco, undermining the notion that Pakistan's elected leaders will ever be able to assert their full authority in a country prone to military coups. The civilians' timidity doesn't bode well for U.S. and Pakistani hopes that the nuclear-armed nation will evolve into a stable democracy.
"The civilian-military imbalance is the greatest threat to Pakistani democracy. It is also the issue the civilian politicians are least capable of tackling," said Cyril Almeida, a prominent Pakistani commentator.
But the civilian government itself is deeply unpopular. It is generally regarded as less competent than — and at least as corrupt as — the military. Its failure to address the pressing problems in Pakistan — a struggling economy, chronic power shortages, deteriorating security — has disillusioned many Pakistanis who were thrilled to see it take power three years ago after nearly a decade of military rule.
At this point, the government's sole focus appears to be surviving for a full five-year term. That would be a historic achievement for a democratically elected government in the nation's 63 years of existence, but one which apparently has left the current administration too nervous to challenge the generals. At the same time, the military appeared to launch a subtle campaign to shift the blame to the civilians.
