통신보도에 의하면 리비아 수상은 반기문 유엔 사무총장과 게오르게 파판드레우 그리스 수상에게 전화브리핑을 통해 나토 의 공습으로 인해 엄청난 피해를 당한데 대하여 나토를 맹비난 한 것으로 알려졌다.
알마흐무디 수상은 나토동맹국들의 군사작전은 리비아 국민에 대한 “심각하고 지속적인“ 인권침해와 침략행위라고 비난하면서 명백히 유엔의 위임사항을 넘어선 국제법 위반이라고 말했다.
수상은 트리폴리시가 계속되는 폭음으로 뒤흔들리고 난 다음날 전화를 이용한 외교활동을 시작한 것이다. 이번 폭격으로 인하여 정부청사가 파괴되고 이동통신망으로 사용되던 통신 탑이 무너졌었다.

Libyan PM accuses NATO of violating UN charter
TRIPOLI, May 11 (Xinhua) -- Libyan Prime Minister al-Baghdadi Ali al-Mahmoudi on Tuesday denounced NATO's bombardment of his country as a breach of the UN Charter, the state-run JANA news agency reported.
The Libyan official expressed his condemnation when briefing UN Secretary-General Ban Ki-moon and Greek Prime Minister George Papandreou over the phone on the devastating consequences of the bombing campaign, according to the report.
The air strikes carried out by the alliance have obviously exceeded the scope of the UN mandate and constitute a violation of international law and the UN Charter, al-Mahmoudi said, calling NATO's action a "serious and sustained" infringement and "an aggression against the Libyan people."
The phone diplomacy came after a turbulent night that saw Tripoli rocked by a series of blasts. A government building that had been previously targeted was destroyed, and a communications towers used for mobile phone services was toppled.
