[KNS뉴스통신=임학근 기자] 부동산 개발 전문 기업인 LHI 그룹(Leisure HI Co. Ltd. 회장 이병록(59))이 캄보디아 최초 국민임대주택 건설에 이어서 25ha “대규모 워터파크 레저 복합 타운”을 건설키로 캄보디아 정부와 MOA 을 체결해 업계 큰 이슈로 떠오르고 있다.
캄보디아 최대 공항인 프놈펜국제공항 인근에 들어서는 복합 레저타운 내에는 놀이공원, 워터파크, 인공모래 해변, 폭포수 및 야영장(텐트 및 바비큐 시설), 원숭이 타운(동물원), 복합빌딩(멀티플렉스), 상하수도 처리장과 솔라 태양광 전기 시스템, 골프 연습장, 친환경 재배장, 축구장, 공연장, 야외 파티장, 샛강 낚시터와 유락시설 등이 들어설 예정이다.
LHI 그룹은 “캄보디아 복합 레저타운은 면세점, 카지노 등 프놈펜 시티에 명소를 만들어 보자는 캄보디아 정부의 요청에 계획보다 사업을 확장 하게 되었다.
이곳 면세점의 품목 1순위가 한국 제품과 캄보디아 제품이다.
캄보디아 시엠립에 있는 세계적인 명소 앙코르 와트 등에는 매년 약 550만 명 이상의 관광객이 방문한다. 이들 대부분이 수도 프놈펜 방문을 원하지만, 놀이와 유락시설 등 관광할 만한 기반시설이 없어 80% 이상이 불만을 가지고 되돌아가는 실정에서 사업성이 높다는 평가다.
LHI 그룹 이병록 회장은 “본 사업은 안정적인 투자수익 확보와 분양이익의 극대화를 위해 최대한 이른 시일 안에 분양할 계획이다. 현지에 SPC를 설립해 진행 중이며, 본 사업부지는 현재 프놈펜 근교의 가용부지 중 2년 이내 프놈펜 수도로 예속되어 도심지의 역할 및 관광명소로 자리 잡을 것으로 예상한다. 또, 캄보디아 물류의 중심도로인 4번 고속도로와 인접해 있어 캄보디아 최대 항구도시인 시아누크빌과 수도 프놈펜을 연결하므로 인적 물적 교류가 활발하여 접근성이 매우 뛰어난 지역이다”라고 소개했다.
캄보디아 외국인 투자유치 법률은 1994년에 제정된 투자법을 마련하였고 이를 보완하기 위해 2003년 3월 24일 외국인 투자법(FIA; Foreign Investment Act of 2003)을 제정하여 외국인 투자 제한 분야(Negative List)를 제외한 전 분야에 외국인의 건물 100% 투자지분 소유를 허용하나 부지는 51% 캄보디아 내국인명으로 하여야 한다.
캄보디아 정부는 종합투자법을 근간으로 각종 인센티브를 부여하는 중점 투자유치계획(IPP; Investment Priorities Plan)을 매년 발표하여 외국인 투자가에 대한 인센티브를 보장하고 있다.
캄보디아 최초 국민임대주택 건설
LHI그룹은 캄보디아 정부가 수도 프놈펜 인근에 출자한 약 50만m² 토지에 캄보디아 정부와 손잡고 농촌마을 건설을 하기로 작년에 이미 MOU를 체결함으로써 캄보디아 주거문화에도 새로운 바람을 일으키고 있다.
이는 국내에서 시행사업을 하는 이병록 회장이 국내 서민들에게 값싼 음식거리를 제공하고자 캄보디아에 진출하면서 사업이 이루어졌다.
이병록 회장은 “캄보디아 농촌사람들을 우선적으로 살게 하려고 한 마을당 174세대 정도의 집을 짓는다.”라며 “그 가운데 농지가 약 33만m² 정도로, 캄보디아 정부에서 제공하는 토지다”라고 밝혔다.
5년 전에 이미 계획을 수립해 실천에 옮기고 있는 이 회장은 “농지개량이 끝나는 데로 우리나라의 우수 농업 기술을 전수할 것이다.”라고 말했다.
또, 이 회장이 사들인 약 33만m² 토지에서 1.5km 떨어진 곳에는 산업단지가 조성되어 있으나, 인근에 주거지가 없어 산업단지에서 근무하는 캄보디아 사람들이 열악한 교통 환경에도 불구하고 먼 거리를 출퇴근하고 있다며, 국민주택 농촌마을의 필요성을 강조했다.
이 사업은 한국의 선진화된 농법을 전수해 안심 음식 거리를 제공하며, 캄보디아 최초의 임대주택을 건설해 주거문화의 혁신을 가져오겠다는 것이다.
이 회장은 우선 캄보디아에서 망고농장과 후추농장을 운영할 계획이다. 캄보디아 정부 고위관리와 이미 MOU 체결도 끝났으며, 캄보디아 정부 고위관리는 그에게 모든 책임을 일임했다.
앙코르와트의 나라로 잘 알려진 캄보디아는 지난 10여 년간 연평균 경제성장률 8%, 1인당 국민소득 1,000달러, 빈곤감소율 50% 이상을 기록하는 등 무한한 잠재력을 가진 나라로 지리적으로도 아시아의 중심에 있어 앞으로 물류중심으로 발전될 가능성이 큰 나라다.
그러나 지난 2006년 산유국으로 이름을 올릴 만큼 석유를 포함한 자원은 풍부하지만, 베트남에서 채소 대부분을 수입할 정도로 먹거리가 여전히 부족한 나라로 알려졌다.
이 회장은 “캄보디아 정부가 전 세계에서 개발이 가장 빠를 것이다. 캄보디아의 성장 가능성은 눈부실 정도다. 6개 도시에서 석유가 생산된다. 제2의 중동이라고 보면 된다.”라며 “우리 LHI가 캄보디아 정부와 밀접한 관계가 되어 건설과 레저, 카지노사업 등 앞으로 많은 일을 할 것 같다”고 전했다.
축적된 경험과 노하우로 신뢰 구축
2012년 설립된 LHI그룹은 지역주택조합 관리업무의 기초가 되는 관련 법규의 해석과 적용에 있어서 전공을 수학하고, 다년간 지역주택조합 실무를 수행함으로써 풍부한 경험을 바탕으로 전문성과 실무능력을 모두 갖추었다고 평가받고 있다.
지역주택조합을 추진하는 초기부터 법 절차에 맞게 체계적인 계획을 수립해 문제점을 예방하고, APT 평형 및 인테리어를 구역특성에 맞게 실무에 적용함으로써 사업 기간을 단축해 초기분양을 극대화될 수 있도록 하여 성공적인 사업이 될 수 있도록 조합의 모든 역할을 수행하고 있다.
LHI그룹은 대우건설, 한진중공업, 포스코건설, 현대건설, 서희건설, 삼성물산 등의 대규모 건설사업 시행을 이끌어온 실무경험을 바탕으로 사업 초기부터 완료할 때까지 조합과 조합원의 이익을 대변하는 지역주택조합사업의 진정한 동반자 역할을 수행하고 있다.
이 위치에 서기까지는 이병록 회장의 각골의 노력이 동반됐다. 이 회장은 한때 한라자원개발이라는 회사에서 부동산 건설 관련 일을 시작으로 시공사에 자재를 납품하는 사업을 했으나 1996년 IMF 여파로 시공사와 함께 사업을 접어야 하는 큰 아픔을 겪었다.
그 후 하청업에 대한 회의를 느낀 이 회장은 시행업에 대한 관심을 두게 되었다.
시행업에 대해 공부를 하던 중 대우건설 임원의 도움을 받아 땅을 사는 법, 인허가에 대한 법 등 현장을 따라다니며 시행에 관련된 모든 것을 전문가로부터 2년여 동안 성실히 배웠다.
그 결과 2002년도에 이수건설 시행을 시작으로 본격적인 시행업을 펼치면서 능력을 인정받기 시작했다.
그 후 2006년부터 부동산 호황으로 많은 돈을 벌었지만 리먼 브러더스 사태에 기초한 부실 대출 문제가 2007년부터 시작됐다. 이로 인해 많은 건설사가 무너지며 또 한 번 어려움을 겪었으나 다행히 2010년도 이후 부동산 호황으로 어려움을 극복하면서 현대건설, 서희건설 등 대규모 시행을 맡아 그 능력을 인정받고 있다.
‘노블레스 오블리주’ 실천하는 참 기업인
서울 종로구에서 가장 세금을 많이 내는 사람으로 알려진 이병록 회장은 일정 수익을 사회에 환원하며 진정한 노블레스 오블리주를 실천하는 참 기업인으로도 알려졌다.
이 회장은 올해로 11년째를 맞이한 재능기부 단체인 ‘옹달샘’의 제2대 회장을 맡고 있으며, 세계결식아동과 형편이 어려워 공부를 못하는 아이들에게 장학금을 지원하고 있다. 옹달샘의 회원 수는 400여 명으로 교수와 공직자 등 여러 직업인이 참여하고 있다.
그는 “회원들이 매달 내는 회비로 운영하고 있다. 친한 사람들끼리 모여 시작한 단체인데 이렇게 커질 줄 몰랐다. 앞으로 더욱 어려운 사람들을 위해 노력할 것이다.”라고 밝혔다.
그뿐만 아니라 축구 꿈나무들을 위해 몇 년 전부터 중랑구에 ‘축구발전 위원회’를 설립해 중랑구의 유소년부터 고등학교 학생들까지 장학금 등 물심양면으로 후원하고 있으며, 복지 사각지대 계층의 자립을 돕기 위해 중랑구에서 특색사업으로 추진하고 있는 ‘행복중랑플러스 통장’ 사업에 3,000만 원을 흔쾌히 내는 등 남다른 지역사랑도 펼치고 있다.
작년에는 통영 죽림에서 지역 주택개발 사업을 진행하면서 통영시청을 방문해 지역 학생들을 위해 써 달라며 인재육성기금 300만 원을 냈으며, 세계 결식아동을 돕기 위해 하트투하트 글로벌 코리아에서도 10년째 봉사활동을 이어오고 있다.
이병록 LHI그룹 회장은 “기업을 운영해 오고 있지만 내가 벌었다고 다 내 돈은 아니다."라며 앞으로도 변함없이 다양한 후원 활동을 펼치겠다는 각오를 전했다.
기부 외에도 우리나라에서 국기원 다음으로 큰 무도 관련 단체인 세계경찰무도연맹의 아시아총재도 맡는 이 회장은 작년에 캄보디아에 연수원을 개관해 캄보디아 정부로부터 경찰, 경호실, 헌병 순으로 교육해달라는 요청을 받아들였다.
캄보디아 현지 해군과 LHI그룹 간에 자매결연을 하고 경무도(합기도, 태권도, 검도, 격투기, 체포술)를 약 4개월 동안 지도하기도 했다.
이 회장은 연간 2~3회 지속해서 훈련을 지원하고 점차 자매결연 공동 사업자로 적극적으로 협조하기로 약속했다. 캄보디아 정부와도 이 기회를 통하여 상호 협력한다는 목적하에 약정했다
이병록 회장은 “캄보디아의 세계경찰무도연맹 연수원은 제가 직접 지었다. 300평 정도가 되는데 제가 운영하고, 캄보디아 정부에서 요청한 요원들을 무료로 가르치고 있다.”라며 “캄보디아는 우리나라의 모든 것을 배우고 싶어 한다. 내가 한국인이라는 것이 정말 자랑스럽다.”라고 말했다.
“나가자! 세계로”
LHI의 사명은 ‘나가자’이다. ‘나라를 위해, 가정을 위해, 자신을 위해’라는 의미이다. 이병록 회장 자신이 캄보디아에 진출한 것도 내 자식, 우리 후손들에게 세계로 나갈 기틀을 마련해 주기 위한 것이라고 밝혔다.
이 회장은 “현재 우리나라 젊은이들이 국내 취업에 많은 어려움을 겪고 있다. 이들이 세계로 나갈 수 있는 기틀을 마련해 주는 것이 목표이고 꿈이다.”라고 말했다.
그러기에 LHI 전 직원들을 회사자금으로 영어교육을 받는다. 이는 직원들이 업그레이드를 통해 현재에 머무르지 않고 더욱더 큰 꿈을 꿀 기회를 제공하는 것이다.
이병록 회장은 “열심히 하면 해외 지사장으로 나갈 수 있다는 꿈을 주어야 한다.”라며 “직원들은 우리 회사의 미래이다. 그들이 업그레이드되어야 우리 회사도 더 클 수 있다. 자기 자신을 업그레이드해서, 해외 지사장으로 나갈 생각을 하고 국외 법인의 회장 자리를 차지할 능력을 보여 달라고 요구한다.”라고 말했다.
이어 “캄보디아는 무한한 가능성을 가진 나라이다. LHI그룹을 캄보디아에 상장시키는 등 크게 키워 우리나라 근로자들이 일할 수 있는 터전을 마련하고 싶다.”라며 “우린 캄보디아를 교두보로 삼아 라오스와 미얀마 등 동남아 전체, 나아가 전 세계에 진출하는 것이 목표다.”라고 자신감을 내비쳤다.

“Cambodia, the second Middle East, has infinitie potentials” said Byung-Rok Lee, the Chairman of LHI Group
Lee Byung-rok (59), the chairman of LHI Group, a real estate development company, Leisure HI Co. Ltd. signed the MOA with Cambodian government to build the 25-acre "large-scale water park leisure complex town" followed by the construction of the national rental housing for the first time in Cambodia.
The complesx leisure town near Phnom Penh International Airport, the largest airport in Cambodia, would include amusement parks, water parks, artificial sandy beaches, waterfalls and campsites (tent and barbecue facilities), monkey towns (zoos), multiplex building, solar electric system, golf driving range, eco-friendly cultivating field, soccer field, performance hall, outdoor party hall, septic fishing spot and amusement facilities.
LHI Group said "Cambodian government has asked us to make a spot in Phnom Penh City, which will expand our business by building a complex leisure town that includes duty free shops and casinos : The best-selling items in duty-free shops here are Korean and Cambodian products.
Angkor Wat, a world-famous tourist attraction in Siem Reap in Cambodia, attracts more than 5.5 million tourists every year. Most of them want to visit the capital, Phnom Penh but there is no infrastructure for sightseeing such as playgrounds and recreational facilities. Over 80% of tourists are dissatisfied and return to their countries. Therefore, it can be evaluated that the business is high.
LHI Group President Byung-Lok Lee said. "We plan to carry out the sale as soon as possible in order to secure a stable return on investment and maximize the profit of the sale. The SPC is being set up locally and the premises is expected to become a downtown area's role and tourist attractions within the next two years as the capital of Phnom Penh. In addition, this complex town is adjacent to the 4th expressway which is the central road of Cambodian logistics, and connects Sihanoukville, the largest port city in Cambodia, and Phnom Penh in the capital, so the exchange of people and goods is active. It's a very accessible area. "
The Cambodian government enacted the Foreign Investment Promotion Act in 1994. To supplement this law, the Foreign Investment Act of 2003 (FIA) was enacted on March 24, 2003. According to this law, foreign investors are permitted to own a 100% stake in all sectors except for the Negative List, but 51% of the land must be a Cambodian native. The Cambodian government annually announces the Investment Priorities Plan (IPP), which provides various incentives based on the Comprehensive Investment Law, to ensure incentives for foreign investors.
Cambodia's first national rental housing construction
The LHI Group signed an MOU last year with the Cambodian government to build a rural village on a 500,000 square meter land near the capital, Phnom Penh invested by the Cambodian government and inspired a new wave of Cambodian housing culture.
This was accomplished when President Lee Byung Rok, a domestic developer in Korea, entered Cambodia to provide cheap grain to domestic people.
“We build 174 households per village that give priority to rural people in Cambodia.” President Lee said, “Of those lands, the Cambodian government provided about 330,000 square meters of farmland.”
Lee, who has already set up a plan three years ago and is currently under way, said, "As soon as the farmland improvement is over, we will transfer our country's excellent agricultural technology.“
The industrial complex is located 1.5km away from the 330,000-square-meter land in which President Lee purchased but there’s no residential area hereabouts. Despite the poor transportation environment, Cambodians who work in industrial complexes are long distance commuters. So, Lee stressed the need for national hosing in farming village.
The project is to introduce Korea’s advanced agricultural technology methods to provide foods that are safe to eat, and to build the first rental housing in Cambodia to bring about housing culture innovation.
Lee plans to run a mango farm and a pepper farm in Cambodia. Lee and a high-ranking government official of Cambodia already signed a MOU. The senior official of the Cambodian government delegated all responsibility to Lee.
Cambodia, well known as the country of Angkor Wat, has its huge potential, with an average annual economic growth rate of 8%, a per capita income of US $ 1,000 and a poverty reduction rate of over 50% for the last ten years. It is likely to develop into a logistics center in the future. This country is located in the center Asia and is likely to become the logistics hub.
Cambodia is rich in resources, including oil, to name it as an oil-producing country in 2006 but food is still in short. So the country has to import most of its vegetables from Vietnam.
President Lee noticed that reality of Cambodia early and made a big project with the government of Cambodia. Currently, he also promotes a leisure sports facilities of 100,000 pyeong in Cambodia.
President Lee said, “Cambodia is the fastest developing nation in the world. The growth potential of Cambodia is dazzling. Oil is produced in six cities. This country is the second Middle East. The LHI is closely related to the Cambodian government, and we are likely to do a lot of things in the future, such as construction, leisure, and casino business.”
Confidence-building through the accumulated exprerience and know-how

President Lee Byung Rok achieved success after years of hard work. He started work at Halla Resources Development Co. He was once engaged in business of delivering materials to the construction company but in the aftermath of IMF he gave up on his business with the construction company. He felt skeptical about the subcontracting business, and he became interested in the development & housing business.
While studying the business, Daewoo E & C officers helped Lee. He learned many things such as how to purchase the land, licensing process and the rest under the expert. As a result, he began to earn recognition as a developer in 2002 with the implementation of Isu E & C.
Since then, he earned a lot of money from real estate boom, but the problem of insolvent loans based on the Lehman Brothers crisis began in 2007. As a result, many builders have suffered another difficulty. Fortunately, since 2010, he could overcome difficulties through the real estate boom again. He has been recognized for his ability to undertake large-scale operations such as Hyundai Engineering and Construction, Seo Hee E & C etc.
The veritable entrepreneur based on 'Noblesse Oblige'
Lee Byeong-rok is known as the most tax-paying person in Jongno-gu, Seoul. He is also known as a true entrepreneur who practices a Noblesse Oblige by returning certain profits to society.
Lee is the second president of the talented donation group 'Ongdalsam', which has been going on for 11 years. It supports scholarships for poor children who can not study and helps the World's Starving Children. The number of members is about 400, and many people from all walks of life such as professors and civil servants participate in this group.
He said, “Ongdalsam is run by monthly membership fee. I started with friends, but I did not think it would grow like this. I will do my best for the for underprivileged people.”
In addition to that, he established a soccer development committee in Jungrang-gu, Seoul a few years ago. It sponsors a variety of scholarships for future soccer players ranging from youth to high school students. He also donated 30 million won to the 'Happy Jungrang Plus Bankbook' project. This is a project to promote the self-reliance of those who do not receive the benefit of welfare. You can get a glimpse of his extraordinary local love.
Last year, Lee conducted a regional housing development project at Tongyeong Jookrim. At that time, he went to Tongyeong City Hall and donated 3 million won for local students. He has been serving at Heart to Heart Global Korea for 10 years to help the world’s starving children.
Lee Byung-rok, president of the LHI group, said, “I run a business and made a lot of money but I think not all the money belongs to me.”
He promised to do various sponsorship activities now and for ever.
Lee is also the Asia leader of the World Federation of Police and Martial Arts, the next largest martial arts organization in Korea. He opened a training center in Cambodia last year. The Cambodian government asked him to train in police, security service agents, and military police.
The LHI group has established sister relations with the local navy in Cambodia and Lee taught for about 8 months in Gyungdudo (Hapkido, TaeKwondo, Kendo, Martial arts, Arrest technique).
Lee has continued to support the training two to three times a year and promised to actively cooperate as a sisterhood alliance partner. Through this opportunity, he made a commitment to cooperate with the Cambodian government.
President Lee said, “I built the training camp in Cambodia. It is about 300 pyong. I operate and teach the agents of Cambodian government for free. Cambodians wants to learn everything about our country. I am really proud of being Korean.”
“Let's go out to the world!”
LHI's mission is to ‘Let’s go out’. It means ‘for the country, for the home, for ourselves’. President Lee said that his advancement to Cambodia was aimed at laying the foundation for his children and descendants to go to the world.
Lee said, “Young people in Korea are experiencing a lot of difficulties in domestic employment today. I want to give them a chance to go abroad –that’s my goal andn dream.”
For that reason, all employees of the LHI Group receive English language training as company funds. This will give employees the opportunity to upgrade their workforce and have a bigger dream for a better future.
President Lee said, “I want to give my employees the dream that if they work hard, they will be able to go to the overseas branch office. Employees are the future of our company. The more they are competent, the bigger the company. I want my employees to become more competent and become the overseas branch manager.”
He added confidently. “Cambodia is a country with unlimited potential. I want to grow the LHI group to be listed in Cambodia and make a place where our people can work. My goal is that our company will make Cambodia the gateway to all of Southeast Asia, including Laos, Myanmar, and even the entire world.”
