Libya army transport deal frozen after US approval

WASHINGTON (AP) — In the months before Libyans revolted and President Barack Obama told leader Moammar Gadhafi to go, the U.S. government was moving to do business with his regime on an increasing scale by quietly approving a $77 million dollar deal to deliver at least 50 refurbished armored troop carriers to the dictator's military.

The administration's own interest in the deal amounted to a first cautious step toward allowing a major arms purchase by Gadhafi's regime even as U.S. officials waved off other Libyan approaches for weapons systems and military aid.
Senior diplomats had repeatedly warned the Gadhafi regime that "we would not discuss the possibility of lethal U.S. arms sales until Libya made significant progress on human rights issues, visas and other areas of bilateral relationship."

On the whole, U.S. defense shipments to Libya under the Obama and Bush administrations have been tightly screened in recent years. U.S. sales were dwarfed by a tide of arms sold by European allies. European  Union nations approved sales of $470 million in weapons to Gadhafi's military in 2009 alone — a rush of Italian military aircraft, Maltese small arms and British munitions, according to a January EU arms control report.

The Obama administration has lagged in providing figures for its recent defense sales, prompting pressure for more specifics  from Congress as well as a request late last month for more details on Libyan licenses. One official familiar with defense issues said total military sales to Libya in the Obama administration's first year in 2009  dropped to $17 million — but would have ballooned in 2010 had the $77 million armored car deal gone through.

Instead, the transaction ran headlong into congressional worries about the Gadhafi regime's plans for the armored vehicles. The concerns came  from both the Senate and House of Representatives foreign relations committees, officials said.

미국 리비아 육군 장갑차 판매 계약 동결

워싱턴 (AP) - 미국 오바마 대통령이 카다피의 하야를 주장하고, 리비아인들이 반정부 투쟁을 시작하기 수개월 전에 미 행정부는 소리 없이 7천7백만 달러 상당의 개량 장갑차 50대를 리비아 군에 판매하는 조치를 진행 시킬려고 했다.

미 정부 관리들이 리비아의 다른 무기 시스템과 군사 원조 요청을 거절 했음에도 불구하고,  이것은 카다피 정권에게 주요 무기 구매를 승인하는 첫 번째 조치를 미 행정부가 조심스럽게 취하려 했다는 것을 의미한다.  미 고위 외교관들은 카다피 정권에게 “리비아가 인권 문제, 비자 및 다른 양국 관계에서 주요한 진전을 이루지 않으면 미국의 무기 판매 가능성을 토의하지 않겠다” 고 계속해서 경고 했었다.

전체적으로, 최근 몇 년 동안 오바마와 부시 행정부은 리비아에 대한 미국 무기 판매를 엄격히 규제했다. 미국 무기 판매는 유럽 동맹국의 무기 판매의 여파로 급감했다.  EU 각국은 2009년 한해에 카다피 군에게 4억7천만 달러 상당의 무기를 판매했다. 1월 EU 군축보고서는 이탈리아 군용기, 말티스 소형화기, 영국탄약의 판매가 줄을 이었다고 언급했다.

미국 오바마 행정부는 최근의 무기 판매액을 제시하지 않고 있어서 의회가 자세한 내용을 요구하게 되었고 지난 달 말에는 리비아 무기 판매의 상세 내역을 제출 하도록 압력을 받았다.  무기판매에 정통한 소식통에 의하면 오바마 행정부 첫해인 2009년 리비아에 대한 무기 판매액은 1천7백만 달러로 감소했으나 장갑차 계약이 성사 되었 었다면 2010년에는 7천7백만 달러로 부풀었을 것이다.

그러나, 그 계약은 의회가 카다피의 장갑차 사용계획에 대한 우려로 인하여 벽에 부딪쳤다. 행정부 관리에 의하면 상원과 하원 외교 위원회가 우려를 나타냈다고 한다.
