'Free Libya' chants heard in city near capital

ZAWIYA, Libya (AP) — With residents shouting "Free, free Libya," anti-government rebels who control this battle-scarred city nearest to the capital deployed tanks and anti-aircraft weapons Sunday, bracing for an attack by troops loyal to Moammar Gadhafi. Politicians in the opposition stronghold of Benghazi, meanwhile, set up their first leadership council in a step that could lead to an  alternative to the regime.
"The Libyan people are fully behind me," Gadhafi defiantly told Serbian TV, even as about half of the country was turning against him and world leaders moved to isolate him. "A small  group (of rebels) is surrounded ... and it will be dealt with."
Gadhafi has launched by far the bloodiest crackdown in a wave of anti-government uprisings sweeping the Arab world, the most serious challenge to his four decades in power. The United States, Britain and the U.N. Security Council all slapped sanctions on Libya this weekend, and President Barack Obama said it is time for Gadhafi to go.
Secretary of State Hillary Rodham Clinton said the U.S. was "reaching out to many different Libyans who are attempting to organize in the east and as the revolution moves westward there as well." Two U.S. senators said Washington should recognize and arm a provisional government in rebel-held areas of eastern Libya and impose a no-fly zone over the area — enforced by U.S. warplanes — to stop attacks by the regime.
Human rights  groups and European officials have put the death toll since unrest began in Libya nearly two weeks ago at hundreds — perhaps thousands — although it has been virtually impossible to verify the numbers.
Libya's Foreign Ministry said it regretted the U.N. Security Council resolution, saying it was based on "untrue media reports."
U.N. Secretary-General Ban Ki-moon was due in Washington on Monday to discuss with Obama other possible measures that could be taken against the Libyan government.

자위야, 리비아 (AP) - 전투가 휩쓸고 간 리비아 수도 인근의 도시를 장악하고 ‘자유 리비아’를 외치는 주민들은 카다피에 충성하는 전투 병력의 공격에 대항해 탱크와 대공포를 배치하고 있다. 그동안 야당의 본거지인 벵가지의 정치인들은 장래 현 정권을 대체할 정부를 출범시키기 위한 조치인 첫 지도자 위원회를 발족시켰다.
국민의 절반이 그에게서 돌아서고 세계 지도자들이 그를 고립 시킬려고 하고 있는 가운데 카다피는 세르비아 TV에 나와서 “리비아 국민은 나를 지지하고 있다" 고 도전적으로 말하고 "적은 수의 반정부시위대는 포위되어 곧 퇴치될 것“ 이라고 말했다. 카다피는 그의 4세기에 걸친 통치에 가장 심각한 도전인 아랍세계를 휩쓸고 있는 여러 차례의 반정부 시위를 최근 까지 유혈탄압으로 진압했다.  미국, 영국과 U.N. 안보리등 모두가 지난 주말 리비아에 대해 제재 조치를 취했고 미국 오바마 대통령도 이제는 카다피가 떠나야 할 때가 왔다고 말했다.
힐러리 클린턴 미 국무장관은 미국정부는 동부 지역에서와 같이 혁명이 서쪽으로 진출하면서 자치 기구를 만들고 있는 다른 많은 집단에 손을 내밀고 있다고 말했다. 2명의 상원의원은 미국정부는 반정부시위대가 장악하고 있는 동부지역에 과도 정부를 승인하고 무장시켜야 하며 미국 전투기들을 파견하여 현 카다피 정권의 공격을 막기 위해서 그 지역상공을 비행금지구역으로 지정해야 한다고 말했다.
인권단체와 유럽각국은 2주전에 리비아에서 시작된 정치 불안으로 수백명에서 혹은 수천명의 사망자가 발생했을 것이라고 했지만 정확한 숫자를 파악하는 것은 불가능하다.
리비아 외무부는 U.N.의 재제에 대해서 진실이 아닌 언론매체의 발표에 기초를 둔 것이라며 유감을 표시했다.
반기문 U.N. 사무총장은 리비아 정부에 대해서 취할 수 있는 다른 가능한 재제조치들에 관해서 28일 오바마 대통령과 워싱턴에서 토의할 예정이다.
