[샌프란시스코=AP/KNS뉴스통신] 캘리포니아 주 정부가 추진하는 남성 포경수술 금지 법안이 주 의회에서 제동에 걸렸다.
21일 주 의회 의원들은 샌프란시스코시 당국이 최근 포경수술을 금지하는 법안을 주민투표에 붙이려고 하는 시도를 막으려고 하고 있다.
샌프란시스코시가 실시하려고 하는 포경수술금지 조치는 18세 미만의 남성이 포경 수술을 받으면 벌금이나 징역형을 받도록 되어있다.
미국에서 처음으로 샌프란시스코시가 포경수술 금지를 주민투표에 붙이는 시가 될 것이다.
포경수술 금지 찬성론자들은 포경수술은 일종의 성기절단행위로 위험성이 있고 불필요하기 때문에 부모들은 자녀들의 포경수술을 금지해야 한다고 주장하고 있다.
최근 미국에서는 여성성기절단이 불법화되어 있으며 부모의 종교에 불문하고 같은 조치가 남성아동의 성기에도 적용되어야 한다고 주장했다.
지난 달 포경수술을 많이 하는 유대교와 이슬람교 연맹은 시당국의 금지조치가 위헌이라는 주민투표 금지 신청을 접수했다. 이 들 단체는 소청에서 캘리포니아 주법에는 주정부가 의료행위를 제한할 수 없으며 의사들이 포경수술 시술을 금지시킬 수 없다고 주장하고 있다.
국제 보건당국은 에이즈 확산을 막기 위해 포경수술을 장려하고 있으나 전 세계 평균 30%인 포경수술 비율에 비해 더 많은 80%의 미국인이 이미 포경수술을 받아서 정부 차원의 장려 조치는 실시되고 있지 않다.

California bill may block local circumcision bans
SAN FRANCISCO (AP) — Two California lawmakers have introduced a bill that would pre-empt local governments from passing laws banning male circumcision and limit the enacting of such legislation to the state.
Assemblyman Mike Gatto said Thursday the bill came in response to recent efforts at the local level, including a November ballot measure to ban circumcision in San Francisco. A similar ban failed to make the ballot in Santa Monica.
San Francisco's measure would prohibit circumcision of males under the age of 18, making it a misdemeanor punishable by fine or jail.
If the measure is still on the ballot at election time, San Francisco would be the first city in the U.S. to hold a public vote on banning male circumcision.
Proponents of the San Francisco ordinance have said the practice is a form of genital mutilation that is not necessary and potentially dangerous. They also have argued that parents should not be allowed to force a decision on a young child.
A coalition of Jews and Muslims filed a lawsuit last month to block the measure from the ballot, saying male circumcision is a procedure widely practiced by members of both faiths and that a ban would violate their constitutional rights. The suit also argues that state law bars local governments from restricting medical procedures, meaning the city cannot ban doctors from performing circumcisions.
Currently, female genital cutting is illegal in the U.S., and Schofield argues that the same protections should be afforded to male children regardless of the parents' religion.
International health groups have promoted male circumcision to help reduce the spread of the AIDS virus, but there hasn't been the same kind of push in the U.S., in part because nearly 80 percent of American men are already circumcised, compared with the worldwide average of 30 percent.
