미국 백악관과 민주당이 무역조정지원프로그램 (TAA)과 자유무역협정 (FTA)의 연계를 요구하고 있는 가운데, 공화당은 세계적 경쟁에서 도태되어 실직한 노동자들에게 재정지원과 재교육을 지원하는 법의 연장에 반대하고 있다.
미 의회의 상하원의 통상관계 위원회는 7일 자유무역협정의 초안을 심의하기 위한 모임을 갖고 타협 가능성을 드러냈다.
미 의회 상원 재무위원회 맥스 보커스 위원장 (민주당)은 노동자 재정지원 법안이 양당 합의로 상정된다면 자유무역협정과 무역조정지원프로그램 (TAA)을 연계하지 않을 수 있다고 말했다.
공화당의 세입위원회 위원장은 백악관이 무역조정지원프로그램 (TAA)과 별도로 자유무역협정 최종안을 상정하면 두 법안을 동일한 날 비준할 것이라고 말했다.
결국 한미 FTA 의회 비준을 위해서는 백악관과 여야 지도부 사이에 정치적인 타협이 이뤄져야 할 것으로 보인다.

House and Senate panels take up 3 trade bills
WASHINGTON (AP) — Leaders on trade legislation in the Senate and the House of Representatives said Thursday they were looking at a compromise solution to extend a worker assistance program that has become the primary obstacle to congressional approval of free trade agreements with South Korea, Colombia and Panama.
The business community and most lawmakers support the long-pending trade deals, but the White House and Democrats say extension of Trade Adjustment Assistance must be part of any trade vote. Republicans insist that TAA, a half-century-old program that offers financial aid and retraining to workers dislocated by global competition, has no place in the trade bills.
As the two committees in charge of trade, Finance in the Senate and Ways and Means in the House, met Thursday to consider and approve draft versions of the trade bills, the chairmen of both panels held out hope for a compromise.
Finance Committee Chairman Max Baucus, a Democrat, said he did not rule out other options apart from attaching the worker assistance program to the trade bills "as long as they provide certainty that the bipartisan deal on the assistance program will be enacted in tandem" with the free trade agreements.
Minutes later, the Ways and Means Committee chairman Republican Dave Camp, said that if the White House sends up its final version of the trade bills without the assistance program, he would hold a vote on those bills and a separate bill on the assistance program the same day.
