[워싱턴=AP/KNS뉴스통신] 미국 행정부와 의회는 27일 한국, 콜롬비아, 파나마와의 자유무역협정 (FTA) 비준 안을 의회에 상정하기로 합의한 것으로 알려졌다.
미국 노동조합이 무역조정지원프로그램 (TAA)의 개정을 요구하며 자유무역협정 (FTA)을 유보하겠다고 위협하고 있는 가운데 백악관과 의회는 무역협정으로 피해를 입을 미국 노동자들에게 재정지원을 확대하기로 합의했다.
이번 합의된 자유무역협정과 무역조정지원프로그램의 개정이 의회를 통과할 수 있을지는 아직도 미지수이다.
미 의회 상원 재무위원회 맥스 보커스 위원장은 28일 자유무역협정 비준으로 가장 큰 영향을 끼칠 한국과의 FTA와 무역조정지원프로그램을 연계할 뜻을 밝혔다.
그러나 오린 해치 공화당 상원의원은 한국과 FTA에 미국무역조정지원프로그램을 연계하는 것은 당파적 결정이라면서 반대의사를 나타냈다.
전통적으로 FTA에 찬성하는 공화당 입장에서 양 법안의 승인에 반대하는 것이나 민주당과 오바마 대통령에게 승리를 안겨주는 것 모두가 어려운 결정을 강요 당하는 것이다.
공화당 소속 하원 존 베이너하원 의장의 대변인은 노동자 지원프로그램과 FTA는 별개의 사안으로 처리해야 한다고 말했다.
오바마 대통령은 자유무역협정이 미국경제에 절대적으로 필요하며 미국 제품에 대한 세계시장의 개방을 촉진시킬 것이라고 의회의 비준을 촉구하고 있다.
백악관 제이 카니 대변인은 “지금이 한국, 콜롬비아, 파나마와의 FTA와 무역지원조정프로그램을 진전시켜야 할 시점이다”고 말했다.
미국 상업회의소의 톰 도나휴 회장은 미국 의회가 미국 정부가 추진하는 한국, 파나마, 콜롬비아 3개국과의 자유무역협정(FTA)의 조속한 비준을 촉구한다고 말했다.
그는 미국 의회의 FTA 비준을 위한 근로자 재교육 프로그램 문제를 놓고 백악관과 의회가 타결점을 찾은 것으로 판단된다고 밝혔다.

White House, lawmakers break trade pact stalemate
WASHINGTON (AP) — The White House and congressional lawmakers reached a deal on Tuesday to propel three coveted free trade agreements toward a vote in Congress, although the fate of the pacts with South Korea, Colombia and Panama remained uncertain.
Crucial lawmakers from both parties struck an agreement with the administration to extend aid for American workers displaced by foreign trade. The White House, acknowledging protests from labor unions, had threatened to hold up passage of the pacts unless the Trade Adjustment Assistance program, or TAA, would be renewed.
The process for ensuring passage of the trade deals and the assistance for workers was unclear Tuesday.
Sen. Finance Committee chairman Max Baucus, a Democrat, said he planned to attach TAA to the Korea deal, the largest and most desirable of the trade pacts, when his committee begins discussing the agreements on Thursday.
Top Republicans balked at that proposal. Sen. Orrin Hatch, the top Republican on Baucus' Committee, said it was a "highly partisan decision" that "risks support for this critical job-creating trade pact in the name of a welfare program of questionable benefit at a time when our nation is broke." Senate Republican leader Mitch McConnell said he would oppose any trade deal in which the worker assistance program was embedded.
Republicans generally support both trade and worker assistance programs, so Baucus' move could put the party's lawmakers in the awkward position of either having to vote against issues that traditionally have their support or handing President Barack Obama a victory on a top priority.
A spokesman for House Speaker John Boehner, the top Republican, said the worker assistance program should be dealt with separately from the trade agreements.
Obama frequently cites passage of the three trade deals as an economic imperative for the U.S. He has promoted the pacts as an opportunity to open overseas markets to U.S. companies and make American products more attractive in the global marketplace.
White House press secretary Jay Carney said Tuesday: "Now is the time to move forward with TAA and with the Korea, Colombia and Panama trade agreements."
The pro-business U.S. Chamber of Commerce, which often takes positions amenable to Republicans, also urged lawmakers to move quickly to pass the pacts.
"I urge members of both parties to seize a reasonable compromise and move the trade agenda forward. The time to act is now," Chamber president Tom Donohue said in a statement.
The TAA program was expanded two years ago as part of Obama's stimulus package to include aid for more displaced workers, but the expansion expired in February. The extension agreed to in negotiations is smaller than the 2009 package and would continue through 2013.
Senior administration officials said continuing TAA would be paid by spending cuts, though Camp's office said the details of where the cuts would come from were still being worked out.
