[벵가지=신화/KNS] 16일 리비아 카다피 지도자가 국제적 감시 하에 선거를 실시하자는 주장을 리비아 반군이 묵살한 것으로 알려졌다.

카다피의 차남 사이프 알이슬람이 코리에레델라세라 이탈리아 유력 일간지와 가진 인터뷰에서 “3개월, 혹은 늦어도 올해 말 까지 실시하는 선거는 국제 옵서버를 초청해서 투명성을 보장하게 될 것이다” 고 밝혔다.

그는 선거에 유럽연합, 아프리카연합, 유엔, 또는 최근 카다피군에 폭격을 강화하고 있는 나토까지를 포함하는 기구가 감시할 수 있게 될 것으로 말했다.

리비아 반군 대변인은 신화통신에 전화를 걸어 “카다피 정부는 정통성을 상실했기 때문에 선거를 요구할 입장이 아니며 우리는 그와 협상하지 않을 것이다”고 말했다.

대변인은 또 "국제사회는 카다피군의 철수를 요구하며 인도적 지원이 리비아 국민에게 도달하도록 해야 한다. 카디피의 하야만이 유일한 해결책이다“ 고 덧붙였다.

16일 미국은 카디피 정권이 무너지는 것은 시간문제이기 때문에 선거 실시 요구는 “조금 늦은 감이 있다”고 발표했다.

미 국무부 빅토리아 눌랜드 부대변인은 "카다피와 그 주변 인물들에 의한 어떤 제안도 시기를 놓친 것이며 지금은 그가 물러나야 할 시점이다“고 말했다.

부대변인은 카다피 정권에 대한 국제사회의 압력이 “효과를 나타내기 시작한 것”이다 고 했는데, 현재 카다피정권의 고위 외교 및 정부 인사들의 이탈이 늘어나고 있다.

부대변인은 “카다피는 점차 혼자 남게 되고 고립되어 가고 있으며 물러나야 할 날이 얼마 남지 않았다“ 고 덧붙였다.

Libyan rebels dismiss Gaddafi's call for election

BENGHAZI, Libya, June 16 (Xinhua) -- Libyan leader Muammar Gaddafi agreed to hold internationally-supervised elections, his son said, which was dismissed by rebels Thursday.

"They could be held within three months. At the maximum by the end of the year, and the guarantee of transparency could be the presence of international observers," Gaddafi's son Saif al-Islam told Italian daily Corriere della Sera in an interview published on Thursday.

He said the elections could be supervised by bodies including the European Union, the African Union, the United Nations or even NATO, which has intensified air strikes against Gaddafi's forces.
"Gaddafi's government has lost legitimacy, so he is not supposed to ask for elections and we will not negotiate with him," Jalal Gallal, the rebels' spokesman, told Xinhua by phone.

"The international community has been calling on Gaddafi to pull back his troops and allow humanitarian aid to reach the Libyan people," he said, adding that "the only choice for Gaddafi is to step down."

The United States said Thursday that it is "a little late" for Gaddafi to broach any proposal as his days are numbered.

"It's a little late for any proposal by Gaddafi and his circle for democratic change. It's time for him to go," the U.S. State Department spokeswoman Victoria Nuland told reporters.

She said the pressure the international community has brought on Gaddafi and his regime is "having an effect," with over 50 senior-level diplomatic and government officials having defected.

"So the guy is getting increasingly lonely, increasingly isolated. His days are numbered," she added.
